பொங்கல் பரிசுத் தொகுப்புடன் ரூ.1,000

பொங்கல் பரிசுத் தொகுப்புடன் ஆயிரம் ரூபாய் வழங்குவது உறுதியாகியுள்ள நிலையில், ரொக்கப் பணத்தை எந்த வகையில் அளிப்பது என்பது குறித்து இரு துறைகளுக்கு இடையே வாதப் பிரதிவாதங்கள் எழுந்து வருகின்றன. தமிழகத்தில் ஒவ்வோா் ஆண்டும் பொங்கல் பண்டிகையையொட்டி, பரிசுத் தொகுப்புகள் வழங்குவது வழக்கம். கடந்த காலங்களில் அரிசி, வெல்லம், கரும்பு ஆகியவற்றுடன் ரொக்கப் பணம் அளிக்கப்பட்டது.

 கடந்த ஆண்டு திமுக ஆட்சிப் பொறுப்பேற்றபோது, அரிசி, வெல்லம் உள்ளிட்டவை அடங்கிய 21 பொருள்கள் வழங்கப்பட்டன. இந்தப் பொருள்களின் தரம் குறித்து கேள்விகளும், சில இடங்களில் குற்றச்சாட்டுகளும் எழுந்தன. இதையடுத்து, எதிா்வரும் பொங்கல் பண்டிகைக்கு பரிசுத் தொகுப்பாக அரிசி, சா்க்கரை, முந்திரி, ஏலக்காய், ஆவின் நெய் ஆகியன வழங்கப்படும் என எதிா்பாா்க்கப்படுகிறது. 

இத்துடன் அரிசி அட்டைதாரா்கள் அனைவருக்கும் ஆயிரம் ரூபாய் ரொக்கத் தொகை அளிக்க ஏற்பாடுகள் தயாராகி வருகின்றன. இந்தத் தொகையை எந்த வழிகளில் அளிப்பது என்பது குறித்து வாதப் பிரதிவாதங்கள் நடைபெற்று வருகின்றன. ரொக்கப் பணத்தை வங்கிக் கணக்குகளின் வழியாக செலுத்த வேண்டுமென நிதித் துறை கருத்து தெரிவித்துள்ளது. 

இந்தக் கருத்தின் அடிப்படையிலேயே, தமிழகத்தில் வங்கிக் கணக்கு விவரம் இல்லாத 14 லட்சம் குடும்ப அட்டைதாரா்களிடம் இருந்து விவரங்கள் கோரும் பணியை கூட்டுறவுத் துறை தொடங்கியுள்ளது. ஆதாா் எண் மற்றும் வங்கிக் கணக்கு எண்ணைப் பெறும் பணிகள் ஒருபுறம் நடைபெற்று வரும் நிலையில், ரொக்கப் பணத்தை நேரில் அளிப்பதே நல்லது என உணவுத் துறை தரப்பில் கருத்து முன்வைக்கப்பட்டுள்ளது.

 நியாயவிலைக் கடைகளின் மூலமாக ரொக்கப் பணத்தை அளிப்பதால், மக்கள் பிரதிநிதிகள் பொதுமக்களை நேரில் சந்திக்க வாய்ப்பு ஏற்படும் எனவும், யாா் யாருக்கு ரொக்கப் பணம் சென்று சோ்ந்தது என்பதைக் கண்கூடாக அறிய முடியும் எனவும் உணவுத் துறை சாா்பில் தெரிவிக்கப்பட்டுள்ளது. இரண்டு கருத்துகளும் கூறப்பட்டுள்ள நிலையில், ரொக்கப் பணத்தை எந்த வழியில் அளிப்பது என்பது குறித்த ஆலோசனைகள் நடைபெற்று வருகின்றன.

 இந்த ஆலோசனைகளுக்குப் பிறகு, பொங்கல் பரிசுத் தொகுப்பு குறித்த அதிகாரபூா்வ அறிவிப்பை முதல்வா் மு.க.ஸ்டாலின் அறிவிப்பாா் என எதிா்பாா்க்கப்படுகிறது. கரும்பு இல்லை: பொங்கல் பரிசுத் தொகுப்பில் கரும்பு இடம்பெறாது என்ற தகவலும் வெளியாகியுள்ளது.

 பரிசுத் தொகுப்புடன் அளிக்கப்படும் கரும்புகள் ஒரே சீராக இல்லாத காரணத்தால் குடும்ப அட்டைதாரா்களிடையே அதிருப்தி எழுவதாக உணவுத் துறை சாா்பில் அரசிடம் கருத்து தெரிவிக்கப்பட்டுள்ளது. எனவே, பொங்கல் பரிசுத் தொகுப்புடன் கரும்பு இடம்பெற வாய்ப்பில்லை எனத் தெரிகிறது. இதனிடையே, கரும்பை கொள்முதல் செய்வதற்கான எந்த உத்தரவோ அல்லது அறிவிப்போ பிறப்பிக்கப்படவில்லை என்பதும் குறிப்பிடத்தக்கது.

While the Pongal gift package is to be given Rs.1000, there is an argument between the two departments about how to give the cash. Every year in Tamil Nadu, it is customary to give gift packages on the occasion of Pongal festival. In the past cash payments were given along with rice, jaggery and sugarcane.

  When the DMK took charge last year, 21 items including rice and jaggery were given. There were questions and in some places allegations about the quality of these materials. Accordingly, it is expected that rice, sugar, cashews, cardamom and ghee will be given as gifts for the upcoming Pongal festival.

Along with this, preparations are being made to give a cash amount of one thousand rupees to all rice card holders. Arguments are going on about the ways in which this amount will be disbursed. The finance department has suggested that cash payments should be made through bank accounts.

Based on this concept, the cooperative department has started the process of requesting details from 14 lakh family card holders who do not have bank account details in Tamil Nadu. While the work of obtaining Aadhaar number and bank account number is going on, the opinion of the food department is that it is better to give cash in person.

  It has been informed by the food department that by providing cash money through fair price shops, people's representatives will have an opportunity to meet the public in person and they will be able to visually know to whom the cash money has gone. With both views expressed, deliberations are underway as to which way the cash payment should be made.

  After these consultations, the official announcement about the Pongal gift package is expected to be announced by Chief Minister M. K. Stalin. No sugarcane: It is also reported that sugarcane will not be included in the Pongal gift package.

  The government has been informed on behalf of the food department that there is dissatisfaction among the family cardholders due to the non-uniformity of the sugarcane provided along with the gift package. So, sugarcane seems unlikely to be included in the Pongal gift set. Meanwhile, it is also noteworthy that no order or notification has been issued for procurement of sugarcane.
